To Whom It May Concern:
I am contacting you today regarding very disturbing information which
has recently come into my possession. This information is in the form of
reports from 3 consecutive inspections of Bioreliance during 2008 by the
United States Department of Agriculture. These reports reveal 7 separate
violations of the Animal Welfare Act within a period of six months.
These violations were very serious in nature, potentially taking the
lives of as many as 19 animals due to the negligence of your staff.
One incident during August of 2008 involved the incomplete euthanasia of
as many as 19 hamsters. These animals were placed into refrigeration
while still alive. This kind of negligence is simply horrendous.
During the inspection previous to this, occurring in July of 2008, it
became apparent that a hamster had been killed by being left in a cage
which was then sterilized essentially being boiled alive.
I find these violations to be outrageous. I am deeply saddened and
disappointed that Bioreliance has such a clear disregard for animals and
federal law.
The nature of these violations is also very distressing. If your staff
cannot perform simple tasks like cage cleaning without taking the life
of an animal in a horrible way, or making sure that supposedly
euthanized animals are actually dead before placing their bodies into
refrigeration, then how can any of the results from your facility be
given any credence whatsoever? I must say that I was also very offended
by the staff that I first contacted by telephone today, who denied that
Bioreliance even used any animals in testing.
I believe it is necessary that the labs at Bioreliance be inspected by
an independent authority other than the USDA. Therefore I request that I
be given the opportunity to inspect all Bioreliance laboratories and
that all local news media be allowed to accompany me on this tour. This
tour would give Bioreliance the opportunity to demonstrate an attitude
of openness and a willingness to rectify the major problems that clearly
existed as recently as 10 months ago.
I will look forward to your immediate response.
With Respect For All Life,

Michael A. Budkie, A.H.T.,
Executive Director, SAEN
