Forty Years of Fraud:
The Regional Primate Research Center System
An Investigative Report

Introduction

Every year in the U.S. approximately 60,000 primates are used in many different kinds of experimentation. As many as another 40,000 primates are held in captivity in laboratories for breeding purposes. Over 25,000 of these primates reside within facilities that are part of the Regional Primate Research Center system.*

The Regional Primate Research Centers are funded through the National Center for Research Resources (NCRR), which is a division of the National Institutes of Health (NIH). The Primate Center grants are funded through these entities: the University of Washington, Seattle; the University of California, Davis; the University of Wisconsin, Madison; Emory University (Atlanta); Harvard University (Boston); the Southwest Foundation for Biomedical Research (San Antonio); Oregon Health Sciences University (Portland); and Tulane University (New Orleans).

This system of primate laboratories has been in existence for 40 years. The cost of this system over its� life span has been immense in both tax dollars and primates� lives. The reality of what takes place inside the Primate Centers is largely a mystery to the general public. Are the animals given adequate veterinary care? How much do the Primate Centers cost? Etc.

Each one of the Regional Primate Research Centers is required to file an annual progress report with the NCRR/NIH. Copies of the fiscal year 1999 progress reports have been obtained for each of the eight Regional Primate Research Centers. An in-depth examination of these reports will provide us with a good snapshot of what happens inside the laboratories of the Primate Centers.

 

*The facilities within the Regional Primate Research Center system were renamed to National Primate Research Centers in 2002.
