Dr. Goldentyer,

I am writing to you today to file an Official Complaint against the Methodist Research Institute Indiana University Health of Indianapolis, IN (32-R-0009).

The recent USDA Inspection report dated 3/1/12 delineates seven serious violations which seriously impacted dogs at this facility. One of these infractions killed a dog through negligence.

This report lists a situation in which a dog died during a surgical procedure due to not being fasted before the surgery. Many other violations discuss improper administration of pain relievers to dogs, causing them to experience serious pain. One such incident describes a dog who was “very sedate from pain and not eating” after being given less than half of the prescribed dose of a pain reliever.

The inspection report also lists non-compliances for improperly constructed protocols which failed to fully seek alternatives. Personnel also expressed reluctance to report animal welfare concerns due to potential reprisals.

In summary, this laboratory killed one dog through negligence, allowed another to unnecessarily experience severe pain, improperly constructed research protocols, failed to look for alternatives, and staff are afraid to report animal welfare issues.

The facility’s Institutional Animal Care & Use Committee is cited for four separate infractions, and the lab is also cited for violating sections of the code relevant to Personnel Qualifications, Adequate Veterinary Care, and Animal Handling.

I know that your office considers major violations of the Animal Welfare Act to be very serious in nature, especially when these violations take the lives of animals. The treatment of animals at this facility illustrates attitudes of carelessness and negligence that must be punished so that meaningful changes can be made. Therefore, I also insist that you take the most severe action allowable under the Animal Welfare Act and immediately begin the process of issuing a fine against the Methodist Research Institute Indiana University Health of Indianapolis, IN (32-R-0009) at the completion of your investigation.

I look forward to hearing from you in the near future about the fate of this facility.

Rats, mice, birds, amphibians and other animals have been excluded from coverage by the Animal Welfare Act. Therefore research facility reports do not include these animals. As a result of this situation, a blank report, or one with few animals listed, does not mean that a facility has not performed experiments on non-reportable animals. A blank form does mean that the facility in question has not used covered animals (primates, dogs, cats, rabbits, guinea pigs, hamsters, pigs, sheep, goats, etc.). Rats and mice alone are believed to comprise over 90% of the animals used in experimentation. Therefore the majority of animals used at research facilities are not even counted.
