Petition to the Secretary of Agriculture

We, the undersigned, urge Secretary of Agriculture, Mike Johanns, to direct the USDA/APHIS/Animal Care agency to fully enforce the Animal Welfare Act, and to implement the recommendations of the recent OIG audit of APHIS. We further urge Secretary Johanns to direct USDA/APHIS/Animal Care to assess the stiffest penalties allowable under the provisions of the Animal Welfare Act and to eliminate the policy of automatic 75% reduction of fines. Additionally, we urge Secretary Johanns to fully disclose the number of animals used within the research facilities of the USDA and all other federal agencies that experiment on animals.
